PUPR PKPP
) Riau Province Ferry Yunanda after the person concerned was caught in a sting operation (OTT) on Monday, November 3.Ferry Yunanda’s status is still limited to a witness.
The Corruption Eradication Committee (KPK) named three suspects in a case of alleged extortion related to the addition of the 2025 budget allocated to the UPT Roads and Bridges for Regions I-VI of the PUPR PKPP Service and/or receipt of gratuities.They are the Governor of Riau Abdul Wahid, Dani M Nursalam as Abdul Wahid’s Expert, and the Head of the PUPR PKPP Service for Riau Province M Arief Setiawan.The three have been detained for the first 20 days until November 23 2025.
In the case construction read by KPK Deputy Chairman Johanis Tanak, Wednesday (5/11) afternoon, Ferry Yunanda had a central role in the case.

In May 2025, Ferry Yunanda held a meeting with 6 Heads of UPT Regions I-VI, PUPR PKPP Service, at a cafe in Pekanbaru to discuss the ability to give Abdul Wahid a fee of 2.5 percent.
This fee is for the addition of the 2025 budget allocated to the UPT Roads and Bridges for Regions I-VI of the PUPR PKPP Service, which was originally IDR 71.6 billion to IDR 177.4 billion.There was an increase of around IDR 106 billion.
Ferry Yunanda conveyed the results of the meeting to M Arief Setiawan as Head of the PUPR PKPP Service for Riau Province.However, M Arief Setiawan, who represented Abdul Wahid, asked for a fee of 5 percent or IDR 7 billion.
Among the PUPR PKPP Riau Service, this request is known as ‘preman quota’.There is a threat of removal or transfer of position for those who do not comply with these orders.
Furthermore, all Heads of Regional UPTs for the PUPR PKPP Service along with the Secretary of the PUPR PKPP Service for Riau Province met again and agreed on a fee amount for Abdul Wahid of 5 percent.The results of the meeting were then reported to the Head of the Riau Province PUPR PKPP Service using the code language “7 stems”.
From this agreement, at least three allocation fee deposits occurred in June, August and November 2025. Ferry Yunanda is said to have acted as a collector of money from the Head of UPT in the first and second deposits.
So, why didn’t the KPK name Ferry Yunanda as a suspect?
Acting Deputy for Enforcement and Execution of the Corruption Eradication Committee, Asep Guntur Rahayu, said that the Corruption Eradication Commission, based on the provisions of the Criminal Procedure Code (KUHAP), has a maximum time limit of 1 x 24 hours to determine the legal status of parties caught red-handed.Asep said that sufficient evidence had not been found to name Ferry Yunanda as a suspect.
“We are still deepening it. After this, in the future we will get more information. The leader (Johanis Tanak) said earlier that we only have 1 x 24 hours to determine who is a witness or suspect,” said Asep.
“Well, we only determine those who really have sufficient evidence. If, for example, we can see it but there is not enough evidence, we don’t want to also say ‘never mind, we’ll see you later’, no. So, first we have to really fulfill the sufficiency of the evidence and then we will determine it,” he continued.
Asep confirmed that investigators would carry out further in-depth investigation in the ongoing investigation process.It is possible that other parties will later be held legally responsible.
“Those who are still not (suspects)

, later while these three (suspects) are walking, we will also look for them.”Later, if we find enough evidence, we’ll just raise it,” said Asep.
