Plenary meeting held by the Syuriyah Executive Board of Nahdlatul Ulama

) appointed Deputy General Chairperson Zulfa Mustofa as Acting General Chairperson of the Islamic mass organization.
Zulfa temporarily replaced General Chairperson Yahya Cholil Staquf or Gus Yahya at the helm of Tanfidziyah PBNU.
“The appointment of the Acting General Chairperson of PBNU for the remainder of his term of service, namely Mr. KH Zulfa Mustofa,” said Rais Syuriah Muhammad Nuh in a press conference after the closed plenary meeting at the Sultan Hotel, Jakarta, Tuesday (9/12) evening.

“He will lead as acting general chairman, carrying out his duties until the congress,” he continued.
Nuh said Zulfa was given the mandate to immediately prepare for the congress to restore the cycle of the PBNU leadership period.The reason, he said, was that the previous congress which was held in Lampung in 2021 had been postponed a year due to the Covid-19 pandemic.
“The current congress is not being accelerated, but is being returned to the original cycle,” he said.
The plenary meeting held at the Sultan Hotel, Jakarta, Tuesday evening was attended by hundreds of PBNU administrators from the ranks of Rais Aam, Katib, Mustasyar, A’wan, to Tanfidziyah.
Also seen present was the Minister of Social Affairs Saifullah Yusuf (Gus Ipul), who was initially removed by Gus Yahya from the position of Secretary General of the PBNU.Apart from that, the Minister of Religion, Nasaruddin Umar, was also seen coming.
Nasaruddin was seen being greeted by Gus Ipul when he entered the arena.
Also present was the Governor of East Java Khofifah Indar Parawansa who is also known as one of the Chairmen of the PBNU.

At the location, Gus Yahya was not seen on the plenary agenda tonight.
Initially, the plenary meeting was opened by Rais Aam PBNU KH Miftakhul Akhyar.The next agenda for the plenary meeting was chaired by Rais Syuriah M Nuh.
The PBNU plenary meeting initiated by Rais Aam began with the circulation of the minutes of the PBNU Syuriyah daily meeting, November 20 2025. The forum asked Yahya Cholil Staquf to resign or be removed from the position of PBNU General Chair, within three days of the decision.
The document was signed by KH Miftachul as Rais Aam PBNU.
Some of the reasons for the impeachment, among others, were because Yahya was considered to have links to the international Zionist network, and was deemed to have violated PBNU’s financial governance.
Responding to the results of the Syuriyah board meeting and the letter, Gus Yahya fought back and admitted that he would not resign.He also stated that the letter was invalid.He emphasized that he still had the status of Chairman of PBNU.
In line with this, Gus Yahya removed the Minister of Social Affairs Saifullah Yusuf alias Gus Ipul from his position as Secretary General (Sekjen) of PBNU.Gus Yahya also removed Gudfan Arif from the position of PBNU General Treasurer.
For the position of Secretary General, Gus Yahya appointed Amin Said Husni.Then for the position of General Treasurer, he appointed Sumantri.
Next, Rais Aam PBNU KH Miftachul Akhyar finally appeared in public and stated that Gus Yahya would no longer serve as General Chair of PBNU as of November 26 2025 at 00.45 WIB.
