“The discourse of shifting from direct regional elections to regional heads being elected by the DPRD needs to be studied in depth. We must not make policies based on momentary political tastes,” said Said in his statement, Monday (22/12).
Said believes that regional elections through the DPRD cannot immediately answer the problem of high political costs.According to him, the proposal for regional elections through the DPRD to answer this problem is a jumping conclusion.
In fact, to overcome this, it must be done through a revision of the Regional Election Law by strengthening law enforcement.
“We are talking all over our heads saying that direct regional election costs are expensive, but we are not improving the law enforcement system,” said Said.
“For this reason, I offer legal improvements, we need a criminal justice system in the context of election law violations, which are dominated by money politics,” he added.
PAN gave a note
Meanwhile, Deputy General Chair of PAN, Viva Yoga Mauladi admitted that his party supports the Golkar Party’s proposal. However, he noted, first it must be supported by all factions in the DPR.Second, it does not cause pros and cons in society.
On the other hand, according to him, the Constitution does not stipulate that regional elections must be elected directly. He said the Constitution only mandates that regional elections must be elected democratically.
“This is regulated in Article 18 paragraph 4 of the NRI Constitution, governors, regents, mayors, each as head of provincial, district and city regional government are elected democratically,” said Viva, Monday (22/12).
On the other hand, said Viva, the Constitutional Court’s decision also stated that the phrase chosen democratically is an open legal policy, which means it is the authority of law makers.
“Until now, academic studies are still divided into two. Namely, there are parties who agree with indirect regional elections, and there are those who disagree with various arguments,” he said.
PKB fully supports it
Chairman of the PKB DPP, Daniel Johan, said that the General Chairman had proposed indirect regional elections from the start. This proposal is considered to be a solution to reduce expensive political costs.
He considered that the proposal could be implemented as an improvement to the electoral system in the future.
“This is Cak Imin’s old idea and it was proposed by PKB even before the regional elections yesterday, considering the very large and expensive regional election costs, I think it is possible to carry it out and be part of improving the electoral system,” said Daniel.
PPP follows the voice of the people
Meanwhile, General Chair of the United Development Party (PPP) Mardiono said his party was following the voice of the people regarding the regional election discourse in the DPRD.
“So, in every political policy, we must also refer to the reality of the people’s voice,” said Mardiono after opening the South Sulawesi PPP meeting in Makassar, Monday (22/12).
According to Mardiono, PPP consistently listens to and summarizes public aspirations in responding to various strategic issues, including regional election mechanisms.
“Every political policy must refer to the reality of the people’s voice. Therefore, PPP always listens to and summarizes the people’s voice,” he said.
Currently, said Mardiono, there are various views developing in society, including voices that have emerged for regional elections to be carried out again through the regional DPRD.
“Therefore, PPP always listens and summarizes the voice of the people, but many of the voices raised regarding regional elections are returned later through the regional (DPRD),” he said.
Apart from that, PPP also specifically highlighted the position of government at the provincial level.Mardiono said that the provincial DPRD has a role as a representative of the central government, so the election mechanism is still being studied.
“For the provinces, because the provinces represent the central government, we are discussing it. Will the regional heads of the provinces be elected by the provincial DPRD or maybe it will be the authority of the central government as a form of representation,” he explained.
