Indonesian Democratic Party of Struggle (
PDIP
) emphasized that he rejected the discourse that regional head elections (pilkada) were elected through
DPRD
.
PDIP spokesperson Guntur Romli said PDIP rejected this discourse because it was regulated in the 1945 Constitution and there was even a Constitutional Court decision supporting direct elections.
“But in principle, our Constitution says that Article 18 is democratically elected and there is a Constitutional Court decision that what is meant by democratic means direct election, that is a rule that we must maintain together,” said Guntur on hitclubapk3 Indonesia’s Inside Politics program, Tuesday (23/12).

According to him, the regional election problem is not money politics or
money politics
, but rather a matter of weak law enforcement.
“In fact, when the DPRD was elected, there weren’t any
money politics
?Right?The problem isn’t it
money politics
This only happens, for example, within the DPRD circle itself, if it were direct, it might involve more. But it means
money politics
it will still be there. What does it mean?”The issue is about law enforcement,” he said.
Guntur revealed the problem of huge political costs because the organizers and law enforcement officers did not carry out their duties and were actually involved in violations in the regional elections themselves.
“Then the officers who were also supposed to supervise criminal acts in the election did not carry out their duties, in fact in several cases they were involved in the violations themselves,” he said.
“As said earlier, what is the term for bribing Bawaslu, bribing the KPU, bribing witnesses, bribing PPS, bribing and so on. Those are the highest costs,” continued Guntur.
Regarding reducing political costs, Guntur gave the example of his own party, PDIP, which according to his explanation is very strict about political dowries.Although he also teaches that there are campaign costs.
“Regarding political costs, the PDI Perjuangan is really strict that there is no such thing as political dowry. If mutual cooperation costs are for the campaign, for witnesses, that is a normal thing. Because it is related to, for example, campaign issues, then witnesses,” he said.
Then regarding high political costs, PDIP recommended that regional heads be drawn from potential party cadres, there was no discussion about political dowries.
“That’s why in the PDI Perjuangan there is a tradition of giving recommendations, the most important of which is to cadres. Not to other cadres. What does that mean? This is appreciation for cadres who have the potential to advance. And it doesn’t talk about political dowries,” he said.
Previously, there was a recommendation from the National Leadership Meeting (Rapimnas) of the Golkar Party to encourage regional elections indirectly or via the DPRD and a permanent coalition.
Golkar General Chair Bahlil Lahadalia said the recommendation was submitted with the caveat that it still emphasizes public involvement and participation in the implementation process.
“The Golkar Party proposes regional head elections through the Regional People’s Representative Council,” said Bahlil at the Golkar National Meeting.
