Lasarus also commented on the government’s attitude in not declaring a national disaster emergency status for disasters
flash flood
and landslides in a number of areas of Sumatra Island.
According to him, the decision to declare a national disaster emergency is in the hands of the government. However, the government can raise the status to a national disaster if it feels it is no longer able to handle flash floods and landslides in Aceh, North Sumatra and West Sumatra. Moreover, if the impact continues to spread and victims continue to increase.

“Subjectivity is in the government. If it is widespread, there are many victims, and the government is overwhelmed with handling, then it should be declared a national disaster,” said Lasarus in Bandung, Friday (5/12).
Lasarus believes that the floods and landslides in the three provinces, which have never become a national disaster, are because the government feels capable of handling them.Despite the fact, many affected areas and points are currently still isolated.
Recently, he admitted to receiving a report from the Regent of Central Tapanuli, Masinton Pasaribu. In his area, there are still more than 10 villages that are isolated and have not received assistance.
“Yesterday I was contacted by the Regent of Tapteng, Central Tapanuli, Mr. Masinton, there are still approximately 10, 11 villages that cannot be accessed,” he said.
On December 10, the leadership and members of Commission V of the DPR will directly inspect locations affected by floods and landslides in West Sumatra, North Sumatra and Aceh.
His party has also freed partner institutions and ministries to allocate budgets for disaster management.Provided that the use of the budget is carried out in accordance with the principles of transparency and accountability.
“Commission V has freed the Ministry of Public Works, the Ministry of Transportation, then Basarnas to use internal funds to carry out turnover between directorates general or between deputies without the approval of the DPR,” he said.
“As long as it is used by prioritizing transparency and accountability. This is to simplify the bureaucracy so that the process of what is called mitigation is fast,” added Lasarus.
Still being considered
Meanwhile, Chairman of the Indonesian House of Representatives, Puan Maharani, said the government is still considering declaring floods and landslides in Aceh, North Sumatra and West Sumatra as a national disaster.
According to Puan, the government is currently still focused on dealing with the impact of the disaster. He predicts that the government is still waiting for the results of a comprehensive report from the field.
“So after this of course it will be decided after the President receives more comprehensive considerations from the field,” said Puan.
Puan expressed her condolences to the victims of floods and landslides in West Sumatra, North Sumatra and Aceh.He asked the government to be more effective and efficient in dealing with the impact of the tragedy.
“Also, friends in the DPR have also tried to help, doing everything we can to help, implementing what we can do,” he said.
Puan added that Commission IV had also recently held a meeting with the Minister of Forestry.Later, the results of the evaluation meeting will be followed up.
“However, we will hear the report again and we will follow up after handling this disaster is complete,” he said.
Apart from that, Puan admitted that her party also opened up the possibility of revising the Forestry Law as a result of the disaster. However, the process can only be studied or carried out after the government has overcome the disaster.
“Yes, after yesterday Commission IV summoned the Ministry of Forestry, we will evaluate what, how and when it will be done. Of course after this disaster has been handled,” he said.
Referring to data from the National Disaster Management Agency (BNPB) as of Friday (5/12), a total of 867 victims died and 521 others were missing, due to disasters in three provinces in Sumatra.
It was recorded that 345 people died in Aceh, 312 people in North Sumatra and 210 people in West Sumatra.
Meanwhile, 174 people were missing in Aceh, 133 people in North Sumatra and 214 people in West Sumatra.
Until now, the government has not declared national disaster status in the three provinces. However, ministries or institutions have been ordered by the President to mobilize maximum resources.
