Dirsamapta Korsabhara Baharkam Polri Brigadier General Moh.Ngajib said this change was made in order to improve the handling of actions by emphasizing professionalism, proportionality and appropriate use of force.
“As a form of operational readiness and refreshing SOPs for crowd control that are more humane, modern and based on human rights,” he said in a written statement, Thursday (27/11).

The first stage is a demonstration with an orderly escalation, that is, the demonstrators can comply with the appeal and community activities continue to run smoothly.Officers implemented a police presence as a precautionary measure as well as verbal warnings.
The second stage is lack of order when the crowd starts mocking, giving light provocations and not heeding appeals.Officers implemented soft hand-to-hand control and negotiation by the Police Chief as tactical control.
The third stage is when there is disorder, the crowd starts throwing, carrying out local arson, or disturbances that cause minor injuries.
“The officers carried out hard hand-to-hand control and pushing with a water cannon,” he said.
The fourth stage is when there is a riot, the masses carry out violence, destruction, physical attacks and massive road closures.Officers apply the use of blunt weapons, tear gas, or non-lethal tools according to standards.
“Lastly, the heavy riots, the situation escalated to the point that it required cross-over to the Brimob unit or handling by the Raimas team if the Brimob PHH was not available,” he said.
Ngajin explained that the simplification of the initial procedure from 38 stages to five phases is expected to be easier to understand and apply.Even so, he reminded all officers to maintain the principle of caution.
“We want all Kasatwil to understand that the police response must not be reactive. It must go through clear stages with evaluation of each action. This is a form of modernization of accountable crowd control,” he said.
Furthermore, he also reminded that all police chiefs are currently required to have communication, negotiation and field control skills when on duty facing mass protesters.
“The police chief must be known to the community. The better the relationship between the police and residents, the smaller the potential for demonstrations to escalate,” he explained.
“Every police action in securing demonstrations must be in accordance with procedures, measurable, and respect the rights of citizens. These are service standards that must be applied in all regional units,” he concluded.
