Igun believes that KTP-based policies are prone to hurting the principle of equality and threatening the livelihood of working drivers.
According to Igun, a ban on drivers without Bali ID cards could cut off access to existing livelihoods, so wiser policies are needed from local governments and traditional stakeholders.

“The ban on drivers without Bali ID cards will result in the loss of income-earning jobs for those who are currently online drivers. We hope that the regional government and traditional leaders will consider or evaluate this plan wisely and wisely so as not to eliminate someone earning a living in Bali,” he said, in a written statement, Tuesday (11/11).
He also emphasized that the association’s position is to support pro-people policies as long as they do not result in different treatment on the basis of ID cards.

However, don’t let it become discriminatory and we are sure that the Bali regional government and Balinese traditional leaders will be wise in maintaining the online transportation ecosystem without discrimination,” he added.
Igun also warned about the impact of spreading problems if the KTP-based article was used as a precedent in other regions.
“We are worried that discriminatory policies will also be implemented in other regions so that this will disrupt the economy and diversity within a province,” he said.
In terms of implementation readiness, Chairman of the Indonesian Transportation Society (MTI) for the Bali region, Rai Ridharta, underlined that policies should not be implemented before the answers are ready in the field.
“Don’t let this happen after it is implemented and then look for the answer. Of course it will cause problems,” he said.
Previously, the Bali Provincial Government and the Bali DPRD had agreed on the Draft Regional Regulation for the Implementation of Application-Based Tourism ASK Services.
The draft regional regulation will require drivers to have Balinese ID cards, vehicles to have DK plates, the use of the official “Kreta Bali Smita” label, standardization of fares with differentiated fares for Indonesian citizens and foreigners, as well as plans to issue a Gubernatorial Regulation to regulate sanctions.The draft regional regulation will be sent to the Ministry of Home Affairs for a facilitation process before being promulgated.
Regional autonomy expert, Djohermansyah Djohan assesses that this regulation cannot yet be implemented because it is still waiting for the facilitation process and registration number from the Ministry of Home Affairs (Kemendagri) of the Republic of Indonesia.
“So that will be examined later. The regional regulation, if there is no Ministry of Home Affairs registration number, is not valid,” he said when contacted by journalists, Tuesday (4/11).
Djohermansyah also emphasized that the Ministry of Home Affairs will still assess the suitability of the content of the Draft Regional Regulation with higher statutory regulations, the principle of non-discrimination, as well as procedures for forming regional regulations.
