Towards the end of the 2025 planting season, Pupuk Indonesia is accelerating the socialization of the policy of reducing the Highest Retail Price (HET) for subsidized fertilizers through the Rembuk Tani program.
This step was taken to ensure farmers understand the new mechanism while maintaining the smooth distribution of fertilizer throughout the region.
This effort goes hand in hand with the start of deliveries of subsidized fertilizer from three main production centers – Pupuk Kaltim in Bontang, Petrokimia Gresik, and Pupuk Kujang in Karawang – which marks the company’s readiness to support the new HET policy which will decrease by 20 percent starting October 22 2025.

Strengthening Farmer Education through Farmer Consultations
The Rembuk Tani program is a means of direct dialogue between Pupuk Indonesia and farmers.Through this activity, farmers received an explanation regarding the mechanism for distributing subsidized fertilizer, the implementation of the latest HET, as well as the use of the Subsidized Fertilizer Integration (i-Pubers) application to ensure more transparent transactions and distribution.
Apart from understanding policies, this activity also provides farmers with agricultural literacy education, such as balanced fertilization, efficient use of fertilizer, and the use of digital technology in plant cultivation.
Intensive assistance is considered important, especially for small and medium farmers so that they can adapt to the new regulations and maximize the benefits of subsidized fertilizer.
Two-way dialogue activities allow companies to receive input from farmers regarding field conditions.This is the basis for continuous improvement in the fertilizer distribution system.
Support for the New HET Policy
President Director of Pupuk Indonesia Rahmad Pribadi stated that the policy of reducing HET for fertilizer was a strategic step by the government to reduce farmers’ production costs and maintain their enthusiasm for the planting season.He emphasized that the distribution of fertilizer is not just a technical matter, but part of the commitment to maintain the stability of national food production.
Rahmad added that the company continues to adhere to the 7T principles – on time, place, type, quantity, quality, price and target – to ensure distribution takes place precisely and quickly.According to him, the implementation of the new HET must be accompanied by accelerated distribution so that the benefits of the policy can be felt by farmers without obstacles.
System Integration and Price Transparency
To support the new policy, all official kiosks have been connected to the i-Pubers digital system.The latest fertilizer prices are automatically listed in the application, so there is no confusion at the redemption rate.Transparency is also strengthened through the installation of official HET stickers at all delivery points, enabling public monitoring of prices.
Fertilizer distribution is carried out simultaneously from various production centers to ensure even supply throughout the region, especially areas with high demand ahead of the planting season.
National Stocks Are Maintained Two to Three Times
Pupuk Indonesia also ensures stock availability remains safe.The company prepares subsidized fertilizer supplies of up to two to three times the national minimum requirement.This stock includes urea fertilizer, NPK and other types of fertilizer included in the subsidy scheme.
The availability of abundant stock provides certainty for farmers that their fertilizer needs will be met over the next two to three months, especially during the intensive planting period.
Impact of Reducing HET on Agricultural Productivity
The reduction in HET for fertilizer is considered to have a positive impact on productivity.Based on historical data, every IDR 1,000 increase in fertilizer prices can reduce fertilization levels by up to 14 percent, which leads to decreased production.
With a lower HET, farmers are considered to be able to re-apply fertilizer according to recommendations, rather than reducing doses because of the high price of fertilizer.
This policy has the potential to increase crop yields, reduce dependence on food imports, and strengthen national food independence.This was reported on the official Pupuk Indonesia website.
