excise
from
diapers
until the tissue is wet.
This plan is contained in Minister of Finance Regulation (PMK) Number 70 of 2025 concerning the Strategic Plan of the Ministry of Finance for 2025-2029.
The reason for the study was to see how much potential state revenue would be if these goods were subject to excise duty.

“Exploring revenue potential through efforts to expand the tax, customs and excise base, as well as mapping potential PNBP has been carried out through preparing a study of potential Excisable Goods (BKC) in the form of
diapers
and disposable eating and drinking utensils, as well as a study of extensification of excise on wet wipes,” wrote this regulation, quoted on Friday (7/11).
Not only excise on fertilizer and wet wipes, Purbaya is also reviewing the collection of excise from motor vehicle emissions on snacks containing flavorings or Sodium Processed Food Products (P2OB) which are currently circulating freely on the market.
“The strategic target to be achieved in goal 2 ‘Optimal state revenue’ is optimal state revenue from the tax, customs and excise sectors as well as PNBP.”
Another point in this regulation is the proposal to prepare a redenomination Bill (RUU) which is targeted for completion in 2027.
“The Bill on Rupiah Price Changes (Redenomination) is a draft bill which is planned to be completed in 2027,” the regulation states.
