Secret Codes for the Corruption Case of the Governor of Riau: 7 Bars, Ration for Thugs

within the PUPR-PKPP Service.It uses the code ‘7 bars’ for the money request deal results.
Deputy Chairman of the Corruption Eradication Commission Johanis Tanak said Wahid asked for the money with the code ‘thug quota’ from the Secretary of the PUPR-PKPP Service and 6 Heads of UPT Regions I-VI of the Riau PUPR-PKPP Service.
He explained that this was a return because the budget for road and bridge projects at the PUPR-PKPP Service had been increased by 147 percent from previously only IDR 71.6 billion to IDR 177.4 billion.

“Among the Riau PUPR-PKPP Service, this request is known as ‘preman quota’,” he said.
“The results of the meeting were then reported to the Head of the PUPR PKPP Riau Service using the code language ‘7 bar’,” he added.
This act of corruption began in May 2025 when the Secretary of the PUPR-PKPP Riau Service Ferry Yunanda met with 6 Heads of UPT Regions I-VI Riau.
During a meeting in one of the cafes, Ferry and the Heads of UPT discussed the ability to pay fees to Abdul Wahid.
“The fee is for the addition of the 2025 budget allocated to UPT Roads and Bridges Regions I-VI PUPR PKPP Service,” he said in a press conference, Wednesday (5/11).
After the meeting, Ferry then met M Arief Setiawan as Head of the Riau PUPR-PKPP Service to convey a fee of 2.5 percent of the project value.
However, Arief, who represents Abdul Wahid, asked for the quota to be increased to 5 percent or IDR 7 billion.
“MAS (Arief), who represents AW (Abdul), asked for a fee of 5 percent (Rp. 7 billion),” he explained.
In order to get it approved, Abdul Wahid, through Arief, also threatened to remove or transfer PUPR-PKPP Service officials who did not want to comply with the order.
After that, the Service Secretary together with all the Heads of UPTs for the PUPR-PKPP Service Area held another meeting and agreed on a fee for the Governor of 5 percent or IDR 7 billion.
Johanis detailed that the first deposit was made by Service Secretary Ferry Yunanda as the money collector from the Head of UPT in June 2025 amounting to IDR 1.6 billion.
The money was then deposited to Abdul Wahid via the Riau Governor’s Expert, Dani M Nursalam, amounting to IDR 1 billion.Meanwhile, the rest was handed over to the Head of the PUPR-PKPP Service, Muhammad Arief Setiawan.
Furthermore, in August 2025, Dani instructed Arief to ask for the deposit back from Ferry and the Heads of UPT.
Ferry then collected Rp. 1.2 billion to be deposited with Abdul Wahid.The deposit was then handed over to Arief in the amount of IDR 300 million, then for proposals for village officials’ activities IDR 375 million and IDR 300 million was kept by Ferry.
“In November 2025, the collector’s duties will be carried out by the Head of UPT III with a total of Rp. 1.25 billion which will be disbursed to AW (Abdul) via MAS (Arief) worth Rp. 450 million,” he explained.
Meanwhile, the remaining Rp. 800 million was given directly by the Head of UPT III to Abdul Wahid.
Wahid is said to have received a cash deposit of IDR 4.05 billion from the PUPR-PKPP Service during the period June to November 2025.
“So the total delivery in June – November 2025 will reach IDR 4.05 billion from the initial agreement of IDR 7 billion,” he said.
Due to his actions, KPK Abdul Wahid was suspected of corruption related to the fee allocation for increasing the work unit budget at the PUPR-PKPP Service.
Apart from that, the Corruption Eradication Commission also named two other suspects, namely the Head of the PUPR-PKPP Service, Muhammad Arief Setiawan, and the Expert Staff of the Governor of Riau Abdul Wahid, Dani M. Nursalam.
