Meanwhile, at least three deaths have been confirmed in other areas.The dead included an elderly person who drowned on the top floor of his house in Leyte and a man crushed by a falling tree in Bohol.
“This situation in Cebu is unprecedented,” Cebu Province Governor Pamela Baricuatro said in a Facebook post on Tuesday.
“We initially thought that strong winds would be the main threat, but it turns out that the water is actually endangering our residents. This flood has really damaged everything,” he added.
In the 24 hours before Typhoon Kalmaegi made landfall, the area around the provincial capital, Cebu City, received 183 millimeters (about seven inches) of rain.

28-year-old Don del Rosario said he and his family had to flee to the top floor of their house to escape when the storm came.
“The water rose very quickly. Around 4 am, the situation was out of control, people couldn’t leave their houses. I have lived here for 28 years and this is the worst we have ever experienced,” he added.
Near midnight, Miriam Vargas, a 34-year-old mother, was sitting with her children in the dark praying when strong winds hit the Dinagat Islands and hit the walls of their house.
Scientists also warn storms are becoming stronger due to climate change caused by human activity.
Warmer oceans allow hurricanes to develop more quickly, and a hotter atmosphere holds more water vapor resulting in heavier rainfall.
Hundreds of residents are still living in tents after the 6.9 magnitude earthquake rocked the island at the end of September.

Overall, nearly 400,000 people have been moved out of the typhoon’s path, Philippine Civil Defense Office deputy chief Rafaelito Alejandro said at a news conference.
As of 2 p.m. (0600 GMT), the typhoon was moving westward across a group of Visayas islands.
The typhoon brought winds of 130 kilometers per hour and gusts of up to 180 kilometers per hour which uprooted trees and knocked out power lines.
The Philippines is usually hit by about 20 storms and typhoons every year, often hitting disaster-prone areas where millions of people live in poverty.
According to Varilla, Typhoon Kalmaegi was the peak of the average number of typhoons that hit the Philippines this year.But he said “three to five additional storms” were still possible through the end of December.
