Head of BNPB RI, Lt. Gen. TNI Suharyanto said the tense conditions were visible on social media, but this was not the case with the current conditions in the field.
He explained that so far the disasters in Indonesia that have been designated as national disasters are the Covid-19 pandemic and the 2004 Aceh Tsunami.

“We don’t need a long discussion, what is meant by the national disaster status that has been determined by Indonesia is Covid-19 and the 2004 Tsunami. Those are the only two that are national disasters. Then, the non-determination of a national disaster is also based on considerations of the scale of victims and access to the disaster location.
“Perhaps from the scale of the victims, then also the difficulty of access, media colleagues can just compare it with the current incident. Indeed, yesterday it seemed tense, right, you were milling about on social media, you couldn’t meet anything. But when you got here now, media colleagues were present at the location and it wasn’t raining,” said Suharyanto.
Regional disaster status
The flood and landslide disaster in northern Sumatra is now designated as a regional disaster.
“Let’s try North Sumatra, where yesterday it seemed tense, now the only thing that is really serious is Central Tapanuli. The other regions seem to have relatively large numbers of people, so we don’t need to say whether or not a national or regional disaster emergency status is needed, but now the status is still a regional disaster at the provincial level,” explained Suharyanto.
Due to the status of a provincial disaster, said Suharyanto, the central government through BNPB, TNI, Polri and related agencies supports local governments to deal with disasters that occur.
“The central government, through the BNPB, TNI, Polri and related agencies, is supporting it as hard as possible and as much as possible. The proof is that the president himself helped in a big way. Then the TNI and Polri deployed large-scale defense equipment. We also mobilized all our strength here. So, whether we want to withdraw it again, I will return it to our media colleagues,” he concluded.

Data as of Saturday (29/11) afternoon reported that the total number of victims who died due to the hydrometeorological disaster in the area reached 303 people.Suharyanto said the largest number of victims came from North Sumatra.
“I will describe from North Sumatra, yesterday’s death toll was 116, now there are 166 people who have died. Then 143 people are still missing,” said Suharyanto.
He added that the death toll in Aceh is currently recorded at 47 people.
“Aceh’s current condition is that there are additional victims. For the first time there were 47 fatalities, 51 were still missing, and eight were injured. This data will continue to develop,” he said.
Meanwhile in West Sumatra, the number of victims increased after the latest findings from Agam Regency.
“For Padang [West Sumatra], this has increased. So now it is second only to North Sumatra, with 90 fatalities, 85 missing, 10 injured,” he explained.
The total death toll from the three provinces has now reached 303 people, consisting of 166 in North Sumatra, 90 in West Sumatra and 47 in Aceh.
National Disaster Criteria
Determination of national disaster status refers to Law (UU) Number 24 of 2007 concerning Disaster Management.In this regulation, the central government has the authority to determine national disaster status based on the magnitude of the impact and regional capabilities in handling the situation.
Article 7 paragraph 2 of the Disaster Management Law sets out five indicators for determining status, namely the number of victims, property losses, damage to infrastructure and facilities, the extent of the area affected by the disaster, and the socio-economic impacts caused.
If the impact exceeds the capacity of local government and requires full central government intervention, then the status can be raised to a national disaster.The factor of access to the disaster location is also taken into consideration, especially when the evacuation process and distribution of aid experiences obstacles.
Based on the Guidelines for Determining Disaster Emergency Status issued by BNPB, determining national disaster status also looks at the region’s ability to run an emergency response system.As long as local governments are still able to carry out handling, coordination and recovery, the status usually remains a regional disaster.
