“It will not be completed this year. Especially for (BUMN) Karya will not be completed this year. In the first quarter (2026) we will carry out a merger,” said Dony when met directly at the office of the Coordinating Ministry for Economic Affairs, Wednesday (26/11).
The man who also serves as Head of BP BUMN explained that the merger process was delayed because BUMN Karya had to restructure first.This is related to financial problems that occur between companies.

“This includes the restructuring of previous debts. So their financial problems are quite deep in these works. We also have to be transparent with the public,” he added.
When asked about the many BUMN Karya holding Extraordinary General Meetings of Shareholders (EGMS), Dony explained that this was done to discuss changes to the articles of association.
Even so, his party is still carrying out the process of reviewing the best form for the BP BUMN Karya merger.
“Indeed, with the existence of Danantara, the entire articles of association will be corrected, will be changed, adapting to the new law. Now, specifically for Karya, we are still carrying out the process of reviewing the best form of merger,” explained Dony.
Deputy Head of BP BUMN Aminuddin Ma’ruf previously said that BP BUMN was preparing a merger of several state companies.He asked all parties to patiently wait for the process.
“Yes, just wait, later we will create a cluster of several BUMNs for those BUMNs that work,” said Aminuddin after the Antara Business Forum 2025 event at The Westin, South Jakarta, Wednesday (19/11).
He said that BP BUMN was indeed pursuing a holding process or merger of work groups.This policy is targeted for completion in December 2025.
“Indeed, the process of merger, holding, dissolution and formation of BUMN is in our hands to be precise. We are currently studying how to merge the BUMN Karya group, but hopefully it will be completed this December,” said Amin.
The discourse on the BUMN Karya merger has been emerging for some time now.This is in line with the government’s desire to downsize the number of BUMN.
The BUMN Karya that will be merged include PT Adhi Karya (Persero Tbk), PT Hutama Karya (Persero), PT Wijaya Karya (Persero) Tbk, PT Waskita Karya (Persero) Tbk, PT PP (Persero) Tbk, PT Nindya Karya (Persero), and PT Brantas Abipraya (Persero).
