Discourse on reviving State Policy Outline (
GBHN
) with the name Principles of State Policy (
PPHN
) has been widely discussed again recently.
This is actually not something new either.The amendment discourse has been rolling since Jokowi entered his second term of leadership as president or 2019.
The preparation of the PPHN is a recommendation from the MPR for the 2014-2019 period.PPHN is the same as the Outline of State Policy (GBHN) whose function was replaced by Law Number 25 of 2004 concerning the National Development Planning System and Law Number 17 of 2007 concerning the National Long Term Development Plan for 2005 – 2025.

It is said that the PPHN will contain strategic policy directions which will serve as direction for developing sustainable development directions by the government and other state institutions.The PPHN is planned to be included in the 1945 Constitution by first making limited amendments.
This issue has been emerging since the previous period of MPR leadership.The MPR in the previous period, under the leadership of Bambang Soesatyo, had already raised this issue.
Bamsoet, Bambang’s nickname, claims that the discourse on returning PPHN has gone through in-depth study.
He believes that PPHN can clarify long-term development plans even if governments change.According to him, PPHN makes development sustainable.
“Regarding this amendment, the MPR has carried out a long in-depth study to restore the PPHN. Since Pak Taufik Kiemas’ time, then the recommendation fell to Pak Zulkifli Hasan, and now to our period,” said Bamsoet after attending a consultation meeting between the MPR leadership and the DPD at the parliament complex, Jakarta, Monday 10 July 2023.
However, Bamsoet’s leadership ended.The MPR also stated that it would not amend the 1945 Constitution of the Republic of Indonesia until the 2024 elections were completed.
Bamsoet said parliament did not want to be accused of trying to extend the president’s term of office again.Thus, there will be no amendments until the election takes place.
“For now, the agreement is that we will discuss it later after the election,” said Bamsoet at the Presidential Palace, Jakarta, Wednesday 9 August 2023.
At that time, Bamsoet said that the slanted issue made amendment efforts counterproductive.In fact, the MPR considers that there are a number of regulations in the 1945 Constitution that need to be updated.
Bamsoet gave the example of Article 33 paragraph (3) which reads, “The land, water and wealth contained therein are controlled by the state and used as much as possible for the prosperity of the people.”
“We note in Article 33 that natural resources are controlled by the state, but space and air are not yet included in our constitution,” he said.
However, after that, precisely in mid-2024, Bamsoet intensively went on safari to meet a number of figures.
On May 28 2024, the leadership of the MPR visited the residence of the 6th President of the Republic of Indonesia, Susilo Bambang Yudhoyono in Cikeas, West Java.
Bamsoet said that SBY did not mind if the 1945 Constitution was amended.According to him, amendments to the 1945 Constitution are not taboo.
Several days later, the MPR leadership went on safari.Now it is the turn of NasDem Chairman Surya Paloh to be met on Tuesday 4 June 2024.
After the meeting, Bamsoet again said that the 1945 Constitution must be studied again in more depth.
According to him, our constitution, which has undergone four amendments, must be reviewed to see whether it is in line with the dreams of the nation’s founders or not.
Two days after meeting Paloh, the MPR leadership met with former MPR Chairman Amien Rais from 1999-2004.After the meeting, Amien had no problem if the 1945 Constitution was amended again.
He even admitted that he had no problem if the president was re-elected by the MPR.
The leadership of the MPR changed, Bamsoet no longer served as chairman.This period was replaced by the Gerindra politician, Ahmad Muzani.
At the MPR’s annual session on August 15, Muzani said that the MPR was again reviewing the discourse on reintroducing PPHN.
He conveyed that the MPR through the MPR study body supported by the constitutional study commission had completed the PPHN formulation.
He also invited all elements in Indonesia, from state institutions, academics, to community leaders, to convey their views regarding the discourse on reintroducing PPHN.
“Convey views and opinions to provide input regarding the PPHN concept,” he said.
Apart from that, Muzani also mentioned that it is important that the 1945 Constitution is constantly reviewed so that it continues to be relevant for the life of the nation and state in Indonesia.
Most recently, Muzani said that the MPR leadership had asked for time to meet Prabowo to discuss the issue.The material prepared by the MPR regarding the GBHN issue is final and will soon be submitted to Prabowo for further discussion.
At the same time, he also said that later they would discuss what would be the legal basis for reintroducing GBHN, whether through TAP MPR or other regulations.
“Yes, we are asking for time to meet with the president to discuss this issue,” said Muzani at the Presidential Palace in Jakarta, Monday (10/11).
