with a salary of IDR 100 million per month, it is still borne by the state because it is in the category of participants receiving contribution assistance (PBI).
This was revealed thanks to the National Socioeconomic Single Data (DTSEN).Even though they are in the decile 10 group, rich people in Indonesia apparently have PBI status.
“With the existence of DTSEN, this is also interesting. As we see, decile 10 is the 10 percent of the richest people in Indonesia, there are also those who are paid PBI 0.54 (million people),” he said at a Working Meeting (Raker) with Commission IX of the DPR RI in Central Jakarta, Thursday (13/11).

“This data (DTSEN) is good for tidying up if there are write-offs, there are also things that need to be deleted, decile 10, decile 9. That’s definitely an income of IDR 100 million a month and above, why are you paying PBI too?”Budi stressed.
Referring to the presentation material from the Ministry of Health (Kemenkes), there are 0.54 million people with salaries of IDR 100 million and above.This means that around 0.56 percent of the total PBI BPJS Health consists of rich people whose contributions are paid by the state.
Meanwhile, the number of PBI or BPJS Health participants whose contributions are paid by the state reached 96.8 million people or 34 percent of the total population in Indonesia.The Ministry of Health records this data as of July 2025.
Budi pushed for the removal of the names of rich people from the PBI list.In fact, according to him, it is not only eliminating the decile 10 group, but also the groups below it which are not on target as PBI.The Ministry of Health noted that currently there are still 10.84 million recipients of aid who are not on target, namely those from decile 6 to decile 10.
Updating PBI membership data, according to the Ministry of Health, can refer to DTSEN, where recipients of contribution assistance are only from decile 1 to decile 5.
