Purbaya said the budget was returned because K/L could not spend it until the end of the year.
He stated that previously the expenditure budget that was not absorbed by K/L and returned to the Ministry of Finance amounted to IDR 3.5 trillion.However, the latest data has reached IDR 4.5 trillion and is believed to continue to increase.

“There are only other things that have been returned that we haven’t recapitulated, we haven’t added up the total,” said Purbaya when met at the State Palace, Tuesday (16/12).
According to Purbaya, the large amount of budget that was not absorbed meant that the APBN deficit was maintained at below 3 percent even though tax revenues were estimated to be below the target of IDR 2,189.3 trillion.
“If I’m not mistaken, there are still those who return the budget to us. There are some who can’t spend. We’ll see, it should still be safely below 3 percent (deficit),” he added.
According to him, from data from the last few years, there has never been a K/L whose expenditure absorption reached 100 percent.Therefore, he is confident that the deficit will be maintained even if revenues are not optimal.
“Look, every year no one is ever 100 percent absorbed. We assume that initially 99 percent is absorbed, and then later someone will return it. So maybe it will be below that (the deficit),” he explained.
This year, the government has set a maximum APBN target of 2.78 percent in the latest outlook.This is due to tax revenues which are expected to experience a shortfall this year.
