Republic of Indonesia State Police Regulation Number 10 of 2025 regulates that there are 17 ministries/agencies that can be filled by active police officers.
Sigit admitted that he had consulted with Ministries and Institutions regarding the preparation of this regulation.He claimed that the issuance of the Perpol was also a form of follow-up to the decision of the Constitutional Court (MK).

“The National Police certainly respects the Constitutional Court’s decision. Therefore, the National Police follows up by consulting with the relevant ministries and relevant stakeholders before issuing a political regulation,” he told reporters at the Presidential Palace Complex, Monday (15/2).
He explained that the Perpol was also needed to limit the placement of Polri members in related Ministries and Institutions as decided by the MK.
“What was deleted in the Constitutional Court’s decision was the assignment by the Chief of Police. Then the phrase related to police duties is clear. For this reason, what the limitations must be made clear,” he explained.
Sigit was also reluctant to comment further regarding the National Police who were deemed to have disobeyed the Constitutional Court’s decision through the issuance of the Perpol.
“Let’s just let that be said. What is clear is that the steps taken by the police have been consulted. Both with the relevant ministries, relevant stakeholders, related institutions. So a new Perpol has been drafted,” he said.
Furthermore, Sigit said that later the Perpol regarding the placement of Polri members would be upgraded to a Government Regulation (PP).It is possible, he said, that this will also be included in the revision of the National Police Law.

The Reform Commission will discuss the Political Regulations
Member of the National Police Reform Acceleration Commission and Deputy Coordinating Minister for Kumham and Imipas, Otto Hasibuan, said that his party would discuss the National Police Regulations.
Otto believes that from a legal perspective there is indeed a dualism in the rules between the decision of the Constitutional Court (MK) and the National Police Chief’s Regulation.
He said this condition also gave rise to multiple interpretations and debated whether the regulations conflicted with each other or not.
“If we talk about legal opinion, this is indeed dualism.”On the one hand, there are those who say it does not conflict with the Constitutional Court’s decision,” he told reporters, Monday.
“On the one hand, there are those who say it is contradictory.”So the article really has multiple interpretations regarding the police law,” he added.
For this reason, he said that this polemic would be discussed by the National Police Reform Acceleration Commission on Thursday (18/12), so that it does not become a debate again.
“So this is perhaps one of the things that our reform team must decide together.”Because in any case, if it is allowed to continue, it will become a problem,” he explained.
On the other hand, he also highlighted the Constitutional Court’s decision which did not provide time for transition for the police.He believes that there should be a certain time period so that the Constitutional Court’s decision can be implemented smoothly.
“This is indeed the problem with the Constitutional Court’s decision.”If I have an opinion, I see that regardless of the reform team, I think the Constitutional Court’s decision is not wise,” he said.
“Because in several Constitutional Court decisions, if there are things like that, usually a transition period, a way out, must be given.”So, for example, if it is decided like that, it can take effect at any time,” he added.
Previously, National Police Chief General Listyo Sigit Prabowo issued Republic of Indonesia State Police Regulation Number 10 of 2025 concerning Police Members Carrying Out Duties Outside the Police Organizational Structure.
In the regulation signed by Listyo on December 9, there are 17 ministries/institutions that can be filled by active police officers.
Article 3 of the regulation states that the implementation of the duties of National Police Members in positions within the ministry/institution/agency/commission;and International Organizations or foreign country representative offices domiciled in Indonesia.
The duties of National Police Members in ministries/agencies/agencies/commissions can be carried out in the Coordinating Ministry for Politics and Security, Ministry of Energy and Mineral Resources, Ministry of Law, Ministry of Immigration and Corrections, Ministry of Forestry.
Then the Ministry of Maritime Affairs and Fisheries, Ministry of Transportation, Ministry of Protection of Indonesian Migrant Workers, Ministry of Agrarian Affairs and Spatial Planning/National Land Agency, National Resilience Institute, Financial Services Authority, Center for Financial Transaction Reports and Analysis.
Apart from that, there are also the National Narcotics Agency, the National Counter-Terrorism Agency, the State Intelligence Agency, the National Crypto Cyber Agency, and the Corruption Eradication Commission.
