, two passengers named Catherine Shockley and William Maycock vacationed on the Horizon cruise ship in February 2025.
But, the day after the trip started, or to be precise, on February 17, they woke up with bodies full of insect bites.According to the lawsuit documents, both of them said they felt itching on their legs and arms that resembled insect bites.
At that point, they weren’t sure where the bite came from, so they tried to hold on and sleep in the cabin another night.
The next morning, they woke up with more red marks spread from head to buttocks. After checking, it turned out bed bugs were found in the cabin.
“Shockley inspected the cabin and found live bed bugs in various life stages, feces, and eggs. [He] identified the cause of the red marks as bed bug bites,” the lawsuit states.
After that, the two pairs of passengers immediately reported the incident to cabin staff and guest services.
According to Carnival’s website, cabin attendants are supposed to be trained to recognize bed bugs and are required to inspect each cabin once a week.
“If signs of investment are found, the cabin will be chemically treated along with all other cabins in the section,” states company policy.
However, Shockley and Maycock alleged that cabin staff, including waiters and cleaners, did not take action after they reported the allegations.
The couple said that by the end of the trip, they had experienced more than 30 bites. They suffer from painful rashes that require medical treatment, dark spots, loss of sleep, stress, loss of personal property, and economic losses.
Shockley and Maycock sued the cruise ship on three counts of negligence, and stressed that the entire incident could have been avoided if staff had carried out the required inspections and maintenance.
The Horizon ship itself was inspected by the Centers for Disease Control and Prevention (CDC) Vessel Sanitation Program on February 23 and received a score of 93 out of 100. Since 2018, this ship has always received a score of 91 or more every inspection, according to the CDC.
However, the CDC also states that a clean place is not automatically free of bed bugs.
