Indonesian Navy
plans to form two fleet commands (
Co-fleet
) only in the next few years.
Head of the Indonesian Navy’s Information Service, First Admiral ANGKAL, said the plan to form two fleets was in accordance with the concept of defense of large islands and strategic island groups.
Currently, the Indonesian Navy has three fleets, each headquartered in Tanjung Pinang, Surabaya and Sorong.

“For location, Koarmada IV is planned in East Kalimantan and Koarmada V in Ambon,” said nggul when confirmed, Wednesday (5/11).
GGul explained that in line with the plan to deploy the five fleets, the Indonesian Navy also plans to develop support units according to the Integrated Fleet Weapons System (SSAT) concept as much as logistical support according to the region.
Previously, the TNI AL’s plan to form five fleets was conveyed at a meeting held by the Coordinating Ministry for Political and Security Affairs.
The Coordinating Ministry for Politics and Security ensures the integration of national defense policy direction in supporting the implementation of the Optimum Essential Force (OEF) concept which is the mandate of the 2025-2029 RPJMN.
The OEF concept is expected to be able to realize the TNI’s ideal strength which includes the readiness of Defense and Security Equipment (Alpalhankam), bases, and personnel which must be absolutely prepared as the main prerequisite for carrying out the TNI’s main tasks.
Based on a press release from the Coordinating Ministry for Politics and Security, it was explained that the TNI AD is focusing on strengthening land defense in border areas such as Papua, Kalimantan and East Nusa Tenggara, and is targeting the formation of 750 Combat Battalions (BTP) by 2029.
Meanwhile, the Indonesian Navy plans to form five fleets and fifteen Regional Maritime Commands (Kodaeral), as well as increasing the modernization of new ship facilities and infrastructure based on information technology.
Then the Indonesian Air Force targets the formation of 33 Radar Units (Satrad) by 2029 as well as the development of a Space Unit under the National Defense Command to strengthen the national air defense system.
