This was done after a viral video on social media showed aid being scattered and destroyed when dropped from a helicopter.
Army Chief of Staff General Maruli Simanjuntak said that at the time of the incident, it was not possible for helicopters to land at the location.

“So the helicopter can’t land anywhere, so the runway must be ready. So because of the condition that assistance must be provided, we tried to throw it. After something broke we evaluated it again, now we are trying until it doesn’t happen again,” said Maruli at Halim Perdanakusuma Air Base, Wednesday (3/12).
On the same occasion, TNI Commander General Agus Subiyanto admitted that he had instructed his staff to maintain personal security and defense equipment when helping the community.
This is reflected in the deaths of three TNI soldiers while helping flood victims.
“I emphasize that in handling assistance, we must maintain the safety of the personnel and defense equipment used. Well, yesterday when the helicopter was about to land there was a cable,” said Agus.
He said that at that time the pilot decided to keep dropping the goods rather than bringing them back to base.
“So the pilot decided that the goods would still be dropped, even though there might be some rice that was scattered, but instead of bringing it back to the air base, it would be better to drop it and it could be used by the community,” he said.
In a video that went viral on social media, residents in Manalu Purba Village, Parmonangan District, looked disappointed when they received aid.Initially they gathered in a large field to wait for the helicopter carrying logistics.
But the helicopter did not land.The rice and instant noodles were actually dropped one by one from a low-flying helicopter.
As a result, the aid shattered when it hit the ground.The residents then picked up the broken and scattered rice grains.
