The Association of Indonesian Village Governments (Apdesi) held
demonstration

This demand was conveyed by the General Chairperson of Apdesi Surta Wijaya after an audience with the Deputy Minister of State Secretariat, Monday (8/12).
“Earlier we said that the second stage of village funds was requested to be disbursed because it concerns many people,” said Surta.

Surta said that the lack of disbursement of village funds had resulted in village heads incurring debts from many parties.
“Because this is an ongoing budget, it is ongoing. The village head owes debts to materials, debts to others, while on the way suddenly expecting this to be disbursed instead it is not disbursed. This is a burden on the village head,” he complained.
Moreover, he also said that village funds were needed for villages currently hit by floods and landslides in Aceh, North Sumatra and West Sumatra.
“Because of this, village heads are needed in disaster areas, yes, especially those in West Sumatra and North Sumatra, in Aceh. My brothers and sisters, village heads today are still crying because their village funds have not been reduced, they want to move to need as much funds as they can,” he said.
In its demands, Adepsi demands the revocation of Minister of Finance Regulation (PMK) No. 81 of 2025 as well as lowering other regulations regarding the term of office of village heads.
“I go to the government hoping that the second phase of village funds will be disbursed. PMK Number 81 will be revoked. Then the revision of Law Number 6 2014 to become Law Number 3 2024 as a derivative will be issued as soon as possible,” he said.
During the hearing, his party’s demands had been accepted by the Deputy Minister of State Secretariat, Bambang Eko Suhariyanto, and would be forwarded to the Minister of Finance.
“Yes, Mr Deputy Minister, he will fight and make efforts, he will come to the Minister of Finance. Yes, that is our hope,” he said.
Previously, the Minister of Finance (Menkeu) Purbaya Yudhi Sadewa made the formation of the Red and White Village Cooperative (Kopdes) a condition for disbursing village funds through Minister of Finance Regulation (PMK) Number 81 of 2025.
In these regulations, the distribution of village funds is still carried out in two stages.
First, 60 percent of the village fund ceiling determined for use by each village, no later than June.Second, 40 percent of the village fund ceiling is determined for use by each village no later than April.
However, in the new regulation, the requirements for phase II disbursement are changed in Article 24 (3).Previously, phase II disbursement required a report on the realization of the absorption and output achievements of village funds for the previous fiscal year.
