Two sources familiar with the matter said the Justice Ministry’s Office of Legal Counsel provided an opinion on the issue of criminal liability for attacks in the Caribbean, he was quoted as saying

Since September, the US military has launched a series of attacks on ships accused of carrying drugs.When was that when transporting unarmed civilians?
According to reports the US attacked 19 ships and killed 76 civilians.
Since then, legal experts, Democratic politicians, and even a number of Republicans have closely monitored military operations in the US.
The international community, including France, also launched criticism regarding US military operations.
At the G7 ministerial conference in Canada, French Foreign Minister Jean-Noel Barrot said the same day that the attack violated international law.
Noel Barrot also said that US military attacks on ships in the Caribbean were a topic at the G7 Summit.
US Secretary of State Marco Rubio dismissed the criticism.He said none of the G7 members raised the issue during the two-day summit.
“I don’t think the European Union has the right to determine what international law is,” Rubio was quoted as saying

The White House, as per the Trump administration’s pretext so far, also stated that the attack was part of the US fight against drugs.
“[This attack] was a non-international armed conflict against narcoterrorists and unlawful combatants with ties to Venezuela’s Nicolas Maduro,” the White House said in a statement.
To date, the Trump Administration has not released evidence that the ship was carrying drugs.
The term unlawful combatant is used to deny US protection under the Geneva Conventions to certain enemies.This term has received criticism from various parties because it is considered inconsistent with international law and violates human rights.
