Foreign fishing vessel (KIA) from Vietnam
who is suspected of carrying out illegal fishing in the Republic of Indonesia State Fisheries Management Area (WPPNRI) 711 in
North Natuna Sea
, Riau Islands.
Director General of Marine Resources and Fisheries Supervision, Pung Nugroho Saksono (Ipunk) said that the ship with the hull name HP 9213 TS (70 GT) was operating in the Indonesian Exclusive Economic Zone (ZEEI) without having valid licensing documents from the Indonesian Government.
“We have successfully arrested another Vietnamese-flagged foreign fishing vessel in the North Natuna Sea. So in total by 2025 there will be 6 foreign vessels involved
illegal fishing
caught in the North Natuna Sea,” said Ipunk while inspecting the captured ship in Batam, Riau Islands, Thursday (6/11).

He said that initially the foreign ship was detected through the command center (
command center
) KKP and validated through airborne surveillance operations (
airborne surveillance
).
Furthermore, this information was followed up by KP.Barracuda 01, captained by Captain Aldi Firmansyah.They made an intercept and confirmed they detected a foreign fishing vessel carrying out fishing activities in the early hours of Saturday (1/11), around 00.41 WIB.
From the search it was found that the ship was crewed by three Vietnamese foreign nationals (WNA), including the captain.On the ship, trawl nets were also found and dried squid were caught.
“The total valuation of potential state losses saved from this arrest is R22.6 billion,” said Ipunk.
Ipunk said that the HP 9213 TS ship was suspected of violating articles of the Fisheries Law as amended into articles of the Job Creation Law and/or also violating the Criminal Code.
Next, the legal process will be investigated by Fisheries Civil Servant Investigators (PPNS) at the Batam PSDKP Base.

On the same occasion, Ipunk said that the North Natuna Sea is a water area with the potential for high vulnerability to the activities of illegal foreign fishing vessels.
Apart from being influenced by the location of waters that directly border neighboring countries, the North Natuna Sea holds abundant fisheries resources.
He explained that throughout 2025, the Directorate General of PSDKP KKP had succeeded in seizing 41 illegal fishing vessels consisting of 6 foreign fishing vessels (5 Vietnamese-flagged vessels and 1 Malaysian-flagged vessel) and 35 Indonesian fishing vessels.
“This is the Director General of PSDKP’s commitment that the state is present at sea 24 hours a week (24/7) to protect marine and fisheries resources,” stressed Ipunk.
According to him, fishing vessels, especially those from abroad, continue to operate illegally (illegal fishing) in the North Natuna Sea, because the fish in these waters have a high selling price.
“In the Indonesian Sea (North Natuna Sea), this fishery is an economically important fish for everyone. Fish are expensive in the world of fisheries, so they (Vietnamese KIA) are interested in taking them. You could say that the border waters in our country (Indonesia) are sexy. His party suspects that the marine damage that occurred in Vietnam due to the use of fishing gear that is not environmentally friendly has caused fish to choose to breed in the Indonesian territory which directly borders that country.
This condition is because Indonesia’s marine ecosystem, especially in North Natuna, is still maintained, so the population of fish caught in fisheries is still abundant.
“Why don’t they (Vietnamese KIA) stop talking, this is a matter of their stomachs,” he said.
