Walhi Insinuates Fake Energy Transition Legalizes Deforestation

The non-governmental organization Indonesian Forum for the Environment (
Walhi
) calls on the Indonesian government to stop false energy transition practices that legalize deforestation.
Walhi made this call at the same time as the High Level Conference (KTT)
climate
or
Conference of Parties
(COP) 30th held in Belém, Brazil this week.
In addition, Walhi urges the state to fully recognize the role of indigenous peoples and local communities as guardians of the most vital ecosystem in this country.

Walhi National Forest and Garden Campaign Manager, Uli Arta Siagian, said COP30 should be a turning point in global climate diplomacy.
“The main appeal of this conference is no longer new promises, but rather fast, real and large-scale implementation. In the midst of this global urgency, Walhi emphasized that Indonesia cannot continue to maintain an exploitative economic model and energy transition that depends on the extraction of natural resources,” said Uli in a press release quoted on Tuesday (11/11).

entitled ‘Legalizing the Climate Crisis: Systematic Deforestation in the Name of Energy Transition in Indonesia’ reveals that around 26.68 million hectares of Indonesia’s forested areas are under pressure from extractive industry permits, such as PBPH (Business Permits in the Forestry Sector), WIUP (Mining Business Permit Areas), and HGU (Utilization Rights).
This area, he said, is equivalent to 25.6 percent of the total national forest cover.
He stated that if this entire area was opened to support energy transition projects, explained Uli, Indonesia had the potential to release more than 9 billion tonnes of carbon dioxide equivalent (CO₂e) into the atmosphere.
This figure, continued Uli, is equivalent to the accumulated emissions from the energy sector over the last 25 years.

Uli stated that these findings show that the energy transition projects currently being implemented by the Indonesian government include electric vehicles, geothermal energy plants (
geothermal
), co-firing biomass, and bioenergy actually encourage deforestation on a large scale.
Reliance on forests and land as resources for the energy transition, he said, has obscured the energy sector’s responsibility to reduce emissions directly.
Then mitigation strategies that rely on the forestry sector and land use (
Forestry and Other Land Uses
/FOLU) as a counterbalance to fossil emissions is also considered insufficient and risks increasing the practice
greenwashing.
Greenwashing
is a manipulative practice carried out by a company or organization to dishonestly create an environmentally friendly image.
Walhi also criticized statements by world leaders including Indonesia who stated that indigenous peoples and local communities were the main actors in maintaining the climate as well as being at the center of solutions.
In the same press release, Walhi Central Kalimantan Executive Director Bayu Herinata considered this statement to be just an empty message because it was not followed by real action.
“Recognition and protection of the rights of indigenous peoples and local communities is still slow. Currently, 848 thousand hectares of people’s managed areas facilitated by WALHI have not been recognized by the government. In fact, these areas have been proven to have lower levels of deforestation, store carbon more effectively, and maintain biodiversity,” said Bayu.
“Legal recognition of their land rights is not only a moral imperative, but also a practical and proven climate strategy,” he continued.
Bayu also highlighted the statement by the Special Envoy of the President of the Republic of Indonesia for Climate and Energy Hashim S Djojohadikusumo who said that Indonesia came to COP30 as a constructive partner, bringing policy instruments such as SNDC, Presidential Decree on Carbon, and
Tropical Forest Fund
.
According to him, without corrections to licensing policies and stopping legal deforestation, this commitment will not be enough to answer the increasingly urgent climate crisis.Current policy instruments cannot replace real action on the ground, especially in terms of ecosystem protection and recognition of community rights.
