Labor
admits he is disappointed with the provincial minimum wage formula
(UMP) 2026
which the President just signed
Prabowo Subianto
.
The formula for wage increases next year is: Inflation + (Economic Growth x Alpha). The government sets the alpha range used as the basis for calculations at 0.5 to 0.9.
President of the Association of Indonesian Trade Unions (ASPIRASI) Mirah Sumirat criticized the formula.According to him, there is the potential for using the lowest alpha in calculating the UMP, aka there is no certainty from the government.

“I’m as sure as possible, when this is thrown into each region, I’m sure tomorrow there will also be demonstrations. This means the government is ‘hands off’, handing it over to each region,” said Mirah to

, Wednesday (17/12).
“This will have the potential for ‘riots’ in areas related to demonstrations, related to wages, the potential is quite large. Just look, there will definitely be lots of actions,” warned Mirah.
According to him, the 2026 UMP formula also does not meet the elements of decent living needs (KHL).Mirah emphasized that the government should guarantee a decent life for workers and their families, not just release technocratic figures resulting from macroeconomic formulas.
Mirah reminded how the Constitutional Court (MK) decision emphasized that wages must be fair, humane and able to guarantee the survival of workers. He considers the minimal wage increase to be in vain if the state is not present in controlling the cost of living.
“We had hoped that the long discussion process would result in a decision that was fairer and in favor of workers, but what happened was the opposite. The results were still minimal and far from workers’ expectations,” criticized Mirah.
“We also question the government’s claim that it has communicated with trade unions and trade unions. Which trade unions? Because in fact, the workers’ main aspirations regarding fulfilling the KHL are not reflected in the policies set today,” he stressed.
Therefore, ASPIRASI urges the government to review the formula for determining the 2026 UMP so that it truly guarantees workers’ needs for a decent living.Mirah also asked the government to involve labor unions seriously, not just as a formality.
Meanwhile, President of the Confederation of Indonesian Workers’ Unions (KSPN) Ristadi heard that the alpha proposed by entrepreneurs was even smaller. He said that entrepreneurs initially asked for an alpha in the 2026 UMP formula of only 0.1 to 0.5.
“From what I read and what I know from the results of the National Wage Council meeting, the proposed alpha range requested by employers was 0.1-0.5. Then, for the worker element, the alpha range was 0.9-1.0. When the government later decided on an alpha of 0.5-0.9, it is understandable that this figure tends to be more in favor of the aspirations of us workers,” he said.
However, KSPN questions the government’s commitment to ensuring that there is no disparity in the 2026 UMP increase.
Ristadi emphasized that there is no guarantee that areas with low wages will experience a more significant increase in the UMP thanks to the new formula.
He is also worried that regions with high UMP will actually use a large alpha range so that the wages will be higher. In the end, areas with low UMP will be increasingly left behind.
“To be honest, we don’t have the competence to calculate how much and how to construct this particular index or alpha. Only BPS (Central Statistics Agency) and the government can calculate that,” said Ristadi regarding the 2026 UMP projection based on the government’s new formula.
“When it comes to the size of the increase (2026 UMP), a certain index (alpha) is determined,” he continued.
Apart from that, Ristadi emphasized that KSPN still respects the government’s decision. He said that the central government had finally returned to functioning Regional Wage Councils to carry out studies and calculate the UMP based on the formulation that had been decided.
This is different from what was determined by the government last year, namely when President Prabowo Subianto decided that the 2025 UMP would increase by 6.5 percent throughout Indonesia.KSPN believes that this actually creates wage disparities.
