DKI Gubernatorial Regulation Number 33 of 2025 regulates how employees earning up to a maximum of 1.15 times the UMP in Jakarta can use
public transportation
free for Integrated Highway Bus (BRT), Integrated Highway Mode (MRT), and Integrated Highway (LRT) types.
In Article 2 paragraph 2 of Pergub 33/2025, it is explained that free mass public transportation services consist of the BRT, MRT and LRT systems.
The BRT system includes feeder public transportation services, integration services, Transjabodetabek transportation services, and other public transportation services managed by the BRT Business Entity.

Then the MRT and LRT services are Jakarta MRT and LRT services which are operated by the MRT Business Entity and LRT Business Entity.
Jakarta Worker Card
However, not all private employees in DKI can immediately enjoy free public transportation.
The gubernatorial regulation stipulates that of the 15 groups that can use free public transportation, they are private employees who hold Jakarta Worker Cards.
To get a Jakarta Worker Card, a private employee in DKI must fulfill a number of requirements.
First, have a maximum salary equal to 1.15 times the provincial minimum wage or in accordance with the provincial minimum wage provisions.
With the Jakarta UMP being around IDR 5.3 million, the maximum salary that meets the criteria is IDR 6.2 million.
Another requirement is to attach administrative documents in the form of a photocopy of the DKI Jakarta Provincial Identity Card, a certificate of active work, a photocopy of the Jakarta Worker Card, a certificate of income and a recent photo of yourself.
Then, quoting from Article 13 paragraph 2, “Applications for free Mass Public Transportation Services for private employees are made to Business Entities.”
