This is in line with the waste to energy (WTE) program in the form of converting waste into electrical energy.
He emphasized that the government had issued Presidential Regulation (Perpres) Number 109 of 2025 concerning Handling Urban Waste by Processing Waste into Renewable Energy and Environmentally Friendly Technology as the legal umbrella for the WTE program.

“So, God willing, Bantargebang will no longer exist in two years, in two years. Bandung, which is everywhere (garbage), in two years,” said Zulhas in an Anti-Corruption Socialization at the Office of the Coordinating Ministry for Food, Central Jakarta, Tuesday (16/12).
Zulhas said that Presidential Decree Number 109/2025 was issued to cut lengthy permits related to waste management.He then said that only three WTE projects could run in the last 11 years, due to the difficulty of the licensing process.This case was before the Presidential Decree was issued.
Zulhas explained the layers of waste processing permit applications, starting from permits to the DPRD, regent, governor, finance minister, ESDM minister, to negotiations with PLN.The complexity of the licensing process has made investors withdraw.
“Everyone doesn’t want to take risks. So if we want to, (for example) I am a businessman who wants to process the waste, then I have to get permission from the district DPRD, permission from the regent. If it’s two districts, permission from the provincial DPRD, permission from the governor. That’s the end of the business, sir. Later, more permission will be with the Minister of Finance, negotiations, subsidies. Negotiations again later with the Minister of Energy and Mineral Resources, finally with the Minister of Environment. Then later with PLN, Sir. 11 years, three (projects). We will cut this,” he explained.
According to him, Presidential Decree Number 109/2025 makes the licensing flow more concise.The regional government will prepare the land and submit permits to the Ministry of Energy and Mineral Resources, then Danantara will determine which technology is suitable, until signing an agreement with PLN.
Zulhas also revealed that there are seven WTE projects that have been discussed.In two years the government targets 34 WTE projects to be completed.
“We have 7, tomorrow we will have a meeting, we will complete maybe up to 20 (WTE projects). The target is 34 in two years, until the implementation is complete,” he concluded.
